Howdy Dave If I understand it right your talking about the teeter bolt,if so you wont need to tourque it. If you do it will bind the head. Just run the nut on till it contacts and the bolt has zero end play.it would be better in my opinion not to use the elastic lock nut but use a castelated nut and a cotter pin.I hope that helpsRegardsSonnyPSA bolt like that would tourque at 35-40 ftlbs or 47.4-54.2 N-m.Intelligence is not a privilege,it is a gift and should be used for the good of mankind.

Hi Dave I just got a PM that told me what bolt we are discussin.[:I] If they are the bolts that hold the hub bar to the teeter block and are an5 (516") they will tourque at 25-30 ftlbs and the elastic lock nuts are good. Sorry for the misunderstanding. I think what may have threw me of is that the ones in mine are an4 (14")CheersSonnyIntelligence is not a privilege,it is a gift and should be used for the good of mankind.
